Making sense of carrying in addition
Rather than teaching carrying as a rule about writing a small digit above a column, exchange ten ones for one ten. Sticks or drawn dots show how the calculation depends on place value.
Try it yourself first.
Add 28 and 17. Draw their tens and ones separately. Check whether the ones can form another group of ten.

8 + 7 makes 15 ones: exchange ten for one ten and leave five ones. The tens become 2 + 1 + 1 = 4, giving 45. The carried digit represents the new ten.
Your next step.
In a similar calculation, ask the student to explain where the new ten comes from as well as giving the answer. Note which step is difficult to guide the next session.
